PNP ACG INTERNET CHILD PROTECTION PROGRAM
Special Task Force for the Protection of Children from Internet Abuses
Internet has become a medium of communication and source of information worldwide. In fact, in the 2013 statistics published by ITU (International Telecommunication Union) – the United Nation’s specialized agency for information and communication technologies, growth in the individual internet subscription at home increased by 38.8 percent while mobile subscription increased by 96.2 percent placing Philippines rank 14th with highest number of Internet users in the world and 6th in Asia with 36.24M population for which 80 percent are minors.
While internet and digital technologies promise us so much tremendous possibilities and bridge our digital divides, it also provide opportunities for criminals to commit new crimes and carry out crimes in new ways to which children becomes vulnerable to online abuses because of ready and easy access to social media.
In response to this trend in the cyberspace, the PNP establish an Internet Child Protection Program coined as “ANGELNET”, a specialized Task Force to address Internet-based abuses and to promote Internet safety to prevent dangers to children.
To address this concern, the PNP ACG will spearhead a program of action called the Internet Child Protection Program. Embodied herewith is the establishment of Special Task Force “Project Angel Net” dedicated primarily to focus on the following issues and concerns:
a. To address Internet-based abusive behavioural activities through digital investigative techniques and intervention operations;
b. To identify the perpetrators of these abuses and provide information necessary for their prosecution under Philippine laws;
c. To identify the victims, in particular the children, and obtain information necessary for a successful prosecution and subsequent rehabilitation and psychiatric assistance and evaluation of the victim; and
d. To coordinate with the other law enforcement agencies, stakeholders, community, media, Internet Service Provider, Schools and Colleges, Non-Governmental Organization, Telephone Companies, and other International Law Enforcement Agencies for advocacy and public awareness campaign regarding the proper usage, safety and dangers brought by internet to the community.
As it is well known the transition to information society has not only positive sides and impact. Many of the negative effects of this transition concern to a high extent the children who are among the most active users of Internet.
One of the aims of the project “Internet and Child Rights” was to increase the awareness of students, teachers, parents and library workers in the field of child rights in the Information Society.
PROGRAM OF ACTIONS
To be able to carry out this kind of special law enforcement undertaking, the PNP ACG introduced the herein program of action focused primarily on Internet based-abuses, to wit;
